USIS Playbooks
Reusable checklists with assignable steps; start a run per contract, change order, or other workflow (Plan 22).
Plan references: Plan 22 (Operational playbooks), Plan 20 — Site map. Optional API actor: set localStorage key usisActorUserId to your user UUID for non-dev servers.
Templates
Admin/superuser: create templates. Everyone else: start runs from active templates.

Steps
Order is top to bottom. Default assignee is copied onto each new run (optional).
